Staff Reporter THE Electoral Commission of Namibia (ECN) is warning the public against a bogus letter circulating online, falsely implicating a specific ECN staff member in a purported election-rigging scheme. The letter purports to be written by Swapo Party Secretary-General Sophia Shaningwa and addressed to Advocate Heidi Jacobs, ECN’s legal advisor, promising her a cash .
